Kyivstar is Ukraine's largest mobile network operator by subscribers, with over 22.4 million mobile customers as of late 2025. Kyivstar provides mobile voice, data, and messaging services over its 2G, 3G, and 4G/LTE networks, which account for roughly 89% of revenue. Kyivstar also offers fixed-line broadband and corporate internet services, with about 1.2 million fixed broadband customers and roughly 14% market share in a fragmented market. Kyivstar sells to consumers through distributors, retail chains, and online channels, and to businesses through a direct sales force and dealer networks. Revenue is driven primarily by monthly plan fees from postpaid subscribers and top-up charges from prepaid subscribers, with prepaid accounting for roughly 83% of B2C mobile customers. Kyivstar's core strategy is a "multiplay" model — bundling mobile connectivity with digital add-ons to increase ARPU and reduce churn. Digital services now account for roughly 11% of revenue, up from roughly 2% in 2024, driven largely by the April 2025 acquisition of Uklon, a leading Ukrainian ride-hailing platform, for approximately $158M. Other digital businesses include Kyivstar TV (streaming), Helsi (digital healthcare), and Kyivstar.Tech (B2B cloud and IT services). Kyivstar is approximately 84% owned by VEON and listed on Nasdaq in August 2025. The business operates under the ongoing Russia-Ukraine war, which has caused subscriber migration abroad and infrastructure disruption, though Kyivstar is actively investing in network upgrades and digital M&A as part of a $1B joint commitment with VEON through 2027.
