Clover Health is a Medicare Advantage (MA) insurer that primarily sells MA health insurance plans to seniors, operating as a wide-network PPO in five states and 203 counties. Clover's core differentiator is its proprietary physician-enablement software, Clover Assistant, which aggregates data from over 100 sources — claims, EHR records, labs, medications, and diagnostics — and delivers personalized, evidence-based recommendations to independent primary care physicians at the point of care. Rather than using narrow networks or risk-sharing deals with large health systems, Clover pays independent PCPs enhanced fee-for-service rates in exchange for using Clover Assistant during patient visits. Clover targets seniors in underserved markets, including those with multiple chronic conditions. Clover earns fixed per-member-per-month premiums from CMS, risk-adjusted for member health status, and profits based on the spread between those premiums and medical costs.
