DESCRIPTION

International Land Alliance (ILAL) is a small residential land developer focused on the Baja California region of northern Mexico and, to a lesser extent, Southern California. ILAL buys raw or underutilized land, obtains zoning and entitlement approvals to subdivide it into residential and commercial lots, builds out infrastructure and amenities, and sells those lots to buyers. ILAL's primary project is Rancho Costa Verde, a 1,100-acre, 1,200-lot master-planned community in Baja California near San Felipe, which ILAL fully acquired in 2023. Other projects include Oasis Park (~497 acres south of San Felipe), Valle Divino (~20 acres in Ensenada), Plaza Bajamar (a small parcel at a golf resort in Ensenada), and Emerald Grove Estates (~80 acres in Hemet, California). ILAL targets U.S. and Canadian buyers — primarily retirees and professionals from California, Texas, Arizona, and Washington — seeking affordable second homes or retirement properties within driving distance of Southern California. Because all of Baja California falls within Mexico's constitutionally restricted coastal zone, foreign buyers must hold property through a Mexican bank trust (fideicomiso), and ILAL's ability to navigate this structure and local regulatory relationships is central to its model. Revenue is recognized only when a sale closes, making results lumpy and project-dependent. ILAL funds development costs through project-by-project financing and operates with just six full-time employees.
