VEON is a telecom and digital services company operating in five frontier markets: Pakistan, Ukraine, Kazakhstan, Uzbekistan, and Bangladesh. VEON sells mobile connectivity — prepaid and postpaid voice, SMS, and data services — under local brands: Jazz in Pakistan, Kyivstar in Ukraine, Beeline in Kazakhstan and Uzbekistan, and Banglalink in Bangladesh. The vast majority of customers are prepaid. VEON is the market leader by subscribers in four of its five markets, with Jazz alone serving nearly 74M customers in Pakistan. Layered on top of its connectivity base, VEON is building a portfolio of digital services under what it calls its "Digital Operator 1440" strategy, which includes financial services, streaming entertainment, ride-hailing, healthcare, and enterprise cloud and software. Financial services are the largest digital segment, anchored by JazzCash in Pakistan, a fintech platform processing digital payments, peer-to-peer transfers, and micro-loans, handling over 13% of Pakistan's GDP in gross transaction value annually. VEON also operates video streaming apps and super-apps in each market that bundle connectivity management, fintech, and entertainment into a single platform. The core thesis is that customers who use at least one digital service in addition to connectivity generate roughly 3.7-3.8x the ARPU of voice-only users. VEON pursues an asset-light model by selling tower infrastructure and leasing it back, freeing capital for digital investment. VEON also listed Kyivstar on Nasdaq in August 2025 via a SPAC merger, retaining roughly 84% ownership, and has signaled openness to additional asset listings over time.
