MMEX Resources is a development-stage energy infrastructure company with no revenue, no employees, and no completed projects. MMEX is developing two planned projects in Pecos County, Texas. The first is Pecos Clean Fuels & Transport, a planned modular crude oil refinery designed to process up to 11,600 barrels per day, producing ultra-low sulfur gasoline, diesel, and fuel oil. MMEX holds a construction permit from the Texas Commission on Environmental Quality and owns a 126-acre site for this facility. The second is Trans Permian H2Hub, a two-phase natural gas-to-power and hydrogen project: Phase 1 would generate electricity via combined-cycle turbines, and Phase 2 would convert natural gas to hydrogen, blend it as turbine fuel, and capture CO2 for sale or sequestration. If completed, MMEX would generate revenue by selling transportation fuels into Permian Basin fuel markets, selling electricity to data centers or into the ERCOT grid, and potentially selling CO2 to oil companies for enhanced oil recovery. MMEX's entire business model is contingent on raising capital to fund construction, and the company explicitly acknowledges there is no assurance that financing can be obtained on favorable terms. Management operates under consulting agreements rather than as direct employees, and each project is held in a separate special purpose LLC.
