Emergent BioSolutions is a specialty pharmaceutical company with two core businesses: medical countermeasures (MCMs) and naloxone. The MCM business develops and manufactures vaccines and therapeutics that protect against biological and chemical threats — primarily anthrax, smallpox/mpox, botulism, and Ebola. Emergent holds near-monopoly positions across several of these products: BioThrax and CYFENDUS are the only two FDA-approved anthrax vaccines, BAT is the only heptavalent botulism antitoxin licensed in the U.S. and Canada, and CNJ-016 is the only licensed therapeutic for smallpox vaccination complications. The primary customers are U.S. government agencies — BARDA, the Strategic National Stockpile, and the DoD — plus allied international governments. Revenue is driven by long-term government procurement contracts with option years, creating a lumpy but relatively visible revenue stream tied to preparedness policy and budgets rather than disease prevalence. The commercial segment sells NARCAN and KLOXXADO nasal sprays, both naloxone formulations used to reverse opioid overdoses. NARCAN went OTC in 2023 and is sold through retail, online, and direct channels, with state and local governments, law enforcement, and first responders representing roughly 75% of sales. NARCAN faces growing generic and branded competition, pressuring pricing. Emergent has gone through significant restructuring since 2023, divesting its CDMO facilities to focus on its two core segments. International MCM sales have grown to roughly a third of MCM revenue, and Emergent is actively pursuing further international expansion as NATO allies build out their own strategic stockpiles.
